In the city of Enid, OK, Robinson Camp and Jim McClain, deputy director and director of Public Works respectively, realized a need to automate work processes. When a problem was reported — stray trash or a missing garbage can — the city employee would indicate it would take weeks to resolve. It wasn't that the city was putting tasks off; it just took too long to take care of every task.

The slow responses meant high costs for the city. Camp explains, "Every work order had to be handwritten. Then the employee would drive 15 minutes to the service center, chat a bit, grab the work order, drive across town, and do the work. It was taking too long to get each job done."
