Case Study: DRAFT Application
Organizations require a comprehensive asset tracking and management solution to maximize operational and cost efficiencies. When the San Bernardino County Department of Human Services needed to consolidate its files into one large depot, it chose Lowry’s Digital RFID Asset and File Tracking (DRAFT) application to identify, store, and retrieve them. San Bernardino County selected DRAFT to help streamline the on-boarding and off-boarding of case files and assist the Department of Human Services with HIPAA compliance. Using DRAFT, the department will be able to label its entire library of case files and track the location of each file. The agency is in the process of consolidating more than 1.5 million inactive records, currently stored in five warehouses, into one large warehouse containing 10 rows of shelving measuring 160 feet long and up to 19 feet high.

DRAFT, which uses a combination of bar code and RFID-tag labeling and reading technologies, provides the ability to configure and track an unlimited hierarchy of file boxes, files, subfolders within files, and individual documents within folders, as well as providing the ability to define and track exhibits, assets, and evidence. The system streamlines movements such as check-in, checkout, transfer, boxing, file requests, and archiving. It will identify current locations of files and other assets, generate e-mail notifications to current holders, and show the locations of assets on a floor plan. Each asset’s movement will be stored in a location history, thereby providing chain-of-custody documentation.

A Web-based decision support system, or dashboard, displays critical-action items such as work to do, overdue items, items to refile, pending requests, and pending archive orders. Multilevel security, comprehensive search functions, flexible user-defined label printing, electronic imaging, and automated file-retention protocols are all integrated into the DRAFT System.

The AssetTrackerPro server module is an ASP.NET Web service that controls all of the system functions. The server module utilizes open architecture and communication standards that provide for easier integration and greater investment protection.
